A BILL to amend article two, chapter fifteen of the code of West Virginia, one thousand nine hundred thirty-one, as amended, by adding thereto a new section, designated section twenty- four-a, relating to the creation of a program to issue identification cards for children.

 Be it enacted by the Legislature of West Virginia:
That article two, chapter fifteen of the code of West Virginia, one thousand nine hundred thirty-one, as amended, be amended by adding thereto a new section, designated section twenty-four-a, to read as follows:
ARTICLE 2. DEPARTMENT OF PUBLIC SAFETY.

§15-2-24a. Identification cards for children.
(a) The superintendent of the department shall establish, equip and maintain at each detachment of the department of public safety that administers driver's license tests, and also at the department of motor vehicles in Charleston, West Virginia, facilities for the creation and issuance of an identificationcard for children. Parents who elect to participate in this program shall bring their child to the appropriate facility and present the child's original birth certificate. A photograph of the child shall be taken for the identification card, to be placed on the front of the card, and the identification card shall also contain the child's name, address, birthdate and social security number, if applicable, also to be placed on the front of the card. The back of the card shall display the name of the person to contact in case of an emergency as well as his or her phone number and allergies or medical problems that the child may have. This program may be known and referred to as the identi kid program.
(b) The fee for the preparation and issuance of each identification card shall be five dollars. Four dollars of the fee shall be appropriated to the West Virginia division of public safety death, disability and retirement fund and one dollar of the fee shall be placed in a fund for the cost of the identi kid program.



NOTE: The purpose of this bill is to establish the Identi Kid Program which is a program to issue identification cards for children at the request of their parents.
